Elementary Reading Policy

Goal

Without detailed reviews, states can't guarantee programs adequately prepare teachers to teach reading. States should fully use their authority to verify that teacher prep programs carry out policies to implement the science of reading. Prep program approval processes should include a review of syllabi and teacher licensure test pass rate data, as well as requiring literacy experts to participate in the review of materials and an onsite visit. States should maintain responsibility for conducting these reviews and making program approval decisions based on them, rather than delegating this process to an external accreditation body, which may not place adequate emphasis on reading instruction.
