Analysis of Arkansas's policies

State Support for Teacher Leadership: Arkansas now offers teacher leadership opportunities through its certification structure.  The state offers a Lead Professional Educator designation, which may be added to a standard license. Teachers with this designation are "leading professional learning among staff, mentoring, involvement in committee decisions impacting the building/district, improving community relations and building support."

Additionally, the state encourages districts to participate in Opportunity Community Schools (OCS), a program that promotes teachers' ability to lead from the classroom by offering two roles, Multi-Classroom Leader (MCL) or a Team Reach Teacher.  Teachers who are MCL's lead "a small team of teachers and providing intensive support—co-teaching, coaching, modeling, co-planning, and leading student data analysis."  Team Reach Teachers extend their reach beyond their classrooms by taking on the following roles:

  • Expanded-Impact Teachers reach more students by swapping some teaching time with paraprofessional-supervised projects and skills practice.
  • Elementary Specialists reach more students by specializing in their best subjects (in elementary schools) or roles on a team.
  • Blended-Learning Teachers rotate students between face-to-face learning and digital instruction, projects, and skills practice, typically on a schedule, allowing them to teach more students.
Selection Criteria: In order to obtain Lead Professional Educator designation, teachers must meet experience requirements and must also provide "verification from the applicant's last employer that the applicant has performed at the level of an Effective Teacher as evidenced by the applicant's most recent summative evaluation(within the previous four years)." However, because Arkansas's measures of effectiveness do not include objective measures of student growth, the state does not adequately ensure that instructional effectiveness is considered when determining teacher leader eligibility.

Applicants to be Multi-Classroom Leader or Team Reach Teacher in the OCS program must show  "evidence of consistent positive impact on student learning progress and peer teacher success."  Five years of data are preferred, and the teacher reported data can include:
  • Data source (e.g., MAP, end of grade or end-of-course tests, state proficiency exams, teacher-created assessments, EVAAS growth scores);
  • Baseline to which you are comparing your students (state, district, county) to demonstrate how you are measuring your success; and
  • Proficiency and growth rates. 
Incentives and Supports: Districts are encouraged to "provide protected time for leadership," for teachers with the Lead Professional Educator designation.

Teachers who are selected for the OCS program receive financial incentives in the form of pay supplements, which vary depending on district budgets.

Arkansas was helpful in providing NCTQ with the facts necessary for this analysis. The state also indicated that teachers with National Board Certification are provided stipends, and that it partners with Public Impact and Opportunity Culture School (OCS) to provide non-monetary support.

Incentives or Supports
Up to one-half of the total goal score is earned based on the following:

  • One-quarter credit: The state will earn one-quarter of a point if it offers or encourages monetary incentives (e.g., bonuses, extra steps on the salary schedule) for teachers who assume leadership roles.
  • One-quarter credit: The state will earn one-quarter of a point if it offers or encourages non-monetary supports that help provide teacher leaders with the necessary time to engage in teacher leadership activities (e.g., additional prep time or reduced class loads) or non-monetary incentives that help increase teacher leaders efficacy and impact (e.g., attending conferences or being invited to serve on teacher panels/advisory boards/etc.).

Research rationale

Research from the past four decades widely supports leadership roles for teachers.[1] Teachers aspire to engage in leadership and professional growth opportunities,[2] and desire more participation in decisions about instruction.[3] Research suggests teacher leaders should be involved in policy and decision-making at some level.[4]

Research has not found a relationship between teacher leadership and student achievement;[5] however, the presence of teacher leadership opportunities in schools has benefits for individual teacher leaders, as well as the school-wide teacher community. Teacher leaders feel more confident, empowered, and professionally satisfied;[6] they also feel that leadership roles allowed them to grow professionally.[7] Teachers in schools with teacher leadership opportunities report that such opportunities contribute to greater teacher empowerment, professional community, and collective responsibility.[8] For their school community, teachers in leadership roles have the capacity to increase teacher collaboration, spread best practices, encourage teacher professional learning, and focus on content-specific issues.[9] Teacher leaders support professional learning communities by conducting formal professional development or assisting other teachers in classrooms.[10] By concurrently serving as teachers, teacher leaders are likely to be more effective in both roles.[11]

Teacher leaders selected for these roles should bring substantial teaching experience and knowledge of the curriculum,[12] as well as effective instruction.[13] Insofar as strong teacher leadership systems should ensure that teacher leaders also remain in the classroom as teachers, principals should provide time and space for the tasks of both teacher of record and teacher leadership roles, such as reducing class loads.
