Methodology for Process for assigning involuntary transfers to schools

Teachers can be involuntarily transferred for a variety of reasons. For our purposes here, NCTQ is looking at involuntary transfers that occur due to events such as a district restructuring or redesign, a drop in enrollment or changes to the budget. Teachers are displaced from their current position and transferred to a new position.
