Majority of States Improve Their Teacher Policies in 2013; States Receive and Average Grade of "C-"

Seventh annual report from the National Council on Teacher Quality finds significant state policy progress to improve teacher effectiveness; 31 states earn higher grades.

The National Council on Teacher Quality (NCTQ) today released its seventh annual State Teacher Policy Yearbook, a 51 volume, 360-degree analysis of every state law, rule and regulation that shapes the effectiveness of the teaching profession, from teacher preparation, licensing and evaluation, to compensation, professional development and dismissal policy.

Across the 50 states and the District of Columbia, states average an improved "C-" for their teacher policies in 2013, up from a grade of "D+" in 2011 and a "D" in 2009, the last two years the states were graded on their overall portfolio of teacher policies.
