This report, which examines the alignment of Hartford's teacher policies with its goals for improving teacher quality, represents the first in a number of similar analyses which NCTQ is undertaking of urban school districts across the country. We were happy to choose Hartford for our inaugural report because this community is working hard to confront one of the largest achievement gaps in the country.
