The responses here reflect salary at step 11 (or step minus one if pay maxes out prior to step 11). Longevity pay is only included if it is noted on the salary schedule document. If there are multiple salary schedules for teachers based on length of work year, NCTQ uses the schedule which best applies to general teachers (generally the shortest length of work year that still makes a full school year). NCTQ assumes that steps and years of experience align (i.e., that a teacher advances a step each year), unless there is evidence of a salary freeze or the district provides clear evidence that years of experience and step do not align.

NCTQ is asking about the frequency of evaluations, not observations. The answer options indicate when the required number of evaluations might include a combination of formative and summative evaluations. A summative evaluation will normally result in a final rating which may be used in employment decisions (i.e. dismissals, non-renewals, salary raises or decreases, promotions, etc). When there is a discrepancy between district policy and state law, it may be because the state law requirements are not yet effective. Furthermore, we are interested in the evaluation requirements for tenured teachers whose performance is deemed satisfactory. The requirements might be more stringent for struggling tenured teachers. In Florida, tenure was abolished effective July 1, 2011. Thereafter, all first year teachers work under probationary contracts; all other teachers work under annual contracts. Teachers who attained tenure (professional service and continuing contracts) retain tenure status but are subject to the same evaluation procedures as annual contract teachers.

As of August 1, 2019, the answer is based on the days teachers are required to be on-site without students, as reported in district materials and not on NCTQ's analysis of the annual calendar. Districts use varying terminology, so teacher on-site days may include workdays, planning days, professional development days, in-service days, grade preparation days, etc. Prior to August 1, 2019, the answer was based on the school year calendar and included both the number of full days teachers were on-site without students as well as a portion of any partial days on which a teacher was required to be on-site without students (e.g., 0.5 was added if there was an early release day for students but a teacher was required to remain on site for the full day). Only required days for veteran teachers were counted (i.e., any PD or workdays for new teachers were not included).
