New teachers hoping to teach in Rhode Island are getting a quick lesson the frustrations of dealing with public school bureaucracies. They have not been able to take the state's new test to prove they are qualified to teach in elementary schools, due to plain old bureaucratic sloth. It turns out that while the newly created test has been ready for a while, no one had bothered to tell teaching candidates. Explains one official: "Everyone thought someone else had done it."
