The Department of Education announced a $4.5 million grant this week to help the nation's historically black colleges and universities prepare teachers to instruct literacy. The kicker? The $4.5 million grant to fund "the best training available on scientifically based reading instruction" is going to the left-leaning National Council on Accreditation of Teacher Education (NCATE) which when we last checked was on the other side of the Phonics-Whole Language wars. So much for extreme Republican partisanship!
