Desperation drives Dallas to duplicitous deed

This is not a good month for Dallas in the PR department. Back in 2004 the state education department in Texas discovered that the Dallas school district was handing out false Social Security numbers to foreigners so that it could fill teaching spots in bilingual education programs. Apparently, the state did no more than slap the district's hand, because Dallas just kept right on handing out the numbers for four more years. Last summer the state's teacher certification board, a separate agency from the education department, sent a complaint to the district's ethics department. The ethics department seems to have shut down the practice, at least as far as anyone can tell. However, no one yet has been charged with wrongdoing.
