State/CAEP Requirements

State-level requirements
GPA requirement 2.5 individual minimum; 3.0 cohort average

Candidates can be exempt from the minimum GPA requirement if they provide documentation that a candidate's work, business, or career experience demonstrates achievement equivalent to the academic achievement represented by the GPA requirement. The work exception may not be used by a program to admit more than 10 percent of any cohort of candidates.
Test requirement Applicants can meet the testing requirement through several options, including passing a test normed to the general college-going population. Applicants can also meet this requirement through other means, including obtaining an associate's degree or a bachelor's degree, enrollment in a certification program, or serving as a member of the armed forces.

The University of Houston recognized the factual accuracy of NCTQ's analysis of its GPA policy and noted that before admitting candidates to the program, the institution calculates the overall cohort GPA. If that cohort average GPA is 3.0 or above, those with a 2.5 GPA or above are admitted. If the cohort GPA falls below 3.0, additional criteria are employed to decide who will be admitted. The University of Houston noted that it communicates to students during orientation that a 2.5 GPA is not a guarantee of admission, and that is uses the guidelines of 2.75 and above are likely to be admitted, 2.5  2.75 are conditional and may not lead to admission, and less than 2.5 will not be admitted.

Texas Tech University noted that the State of Texas requires that an entering cohort of potential teacher candidates have in aggregate, an average GPA of 3.00. Most teacher candidates enter with a GPA well above this average. Candidates with GPA slightly below 3.00 may also be admitted provided entry of that student does not cause the group average to fall below 3.00. The institution added that its practice is to turn away without further consideration any candidate with a GPA lower than 2.75. Those with a GPA of 2.75 to 2.99 are considered on a contingency basis.
