Rhode Island was helpful in providing NCTQ with facts that enhanced this analysis.

Rhode Island stated that individual candidates who do not meet the current year’s test percentile threshold must meet or exceed required scores on the Core Academic Skills for Educators test in order to gain admission. Further, in future years, individuals must meet the percentile threshold at the level of the prior year as a minimum.

The state noted that in rare instances, programs may offer a conditional acceptance for a candidate who does not meet all entrance requirements. Providers must report the number of conditional acceptances granted and other relevant data to RIDE annually.

Rhode Island stated that the Rhode Island Department of Education does agree with the analysis conducted. The program compliance information provided in this report includes University-level mean SAT or ACT scores and is not comparable to program-level SAT or ACT scores, since performance (and expected performance) may vary by individual program. Rhode Island defines cohorts at the program level.

For the purposes of this analysis, it may be more helpful and accurate to look at the extent to which the posted program-level GPA and SAT/ACT score admissions requirements for each program (such as those available on provider websites) reflect the individual requirements for teaching programs. This approach would reduce the number of assumptions made. It’s also important to note that there may be slight variation in GPA requirements based on preparation program and pathway, so aggregating up to the provider level may be inaccurate.
