State/CAEP Requirements

State-level requirements
GPA requirement 3.0 individual minimum; programs may admit applicants with a 2.8 GPA and qualifying scores on the basic skills test or SAT/ACT.

Pennsylvania allows a waiver whereby institutions can admit up to 10 percent of a candidate cohort that does not meet the admissions requirements.
Test requirement A basic skills test

California University of Pennsylvania noted that it requires a minimum 2.8 GPA for admission to Teacher Education but also requires that students have met the state requirements for Basic Skills in reading, writing, and mathematics (which can be done through the ACT, SAT, PAPA, or Praxis CORE). The institution has additional requirements related to professional development activities, dispositions, clearances, grades in required courses, and so forth.

California University of Pennsylvania also added that the state does allow for a 2.8 GPA at the time of admission to Teacher Education and the institution has confirmed with the Pennsylvania Department of Education (PDE) in recent years that its policy continues to meet the Commonwealth requirements.

Millersville University of Pennsylvania noted that current Pennsylvania policy requires all candidates to pass basic skill testing, not just those with less than 3.0, in order to gain program admission. Programs may admit candidates above a 2.8, but then cannot recommend those candidates for licensure unless they graduate with a 3.0 or they have at least a 2.8 and also meet higher Praxis II (or PECT) testing requirements than candidates who graduate with a 3.0. The institution added that it complies with state regulations and requires candidates to meet minimum GPA requirements established by the Pennsylvania Department of Education for formal admission to the program.

Drexel University noted that the Drexel School of Education requires either the Pre-Service Academic Performance Assessment (PAPA) or the Praxis 1 Core Academic Skills for Educators to be completed prior to formal acceptance into the Teacher Certification Program. The institution added that prospective candidates whose GPA is below a 3.0, but above a 2.8, may be accepted into the Drexel Education major, as long as the candidate has met the qualifying score on the basic skills test or SAT/ACT.
