Test requirement A test taken by and normed to the general college-bound population is one option for candidates to fulfill admissions requirements. But Delaware provides a loophole by accepting a basic skills test normed to the prospective teacher population as evidence of fulfilling this requirement. Delaware added that state regulations include a 10% waiver clause whereby institutions can admit up to 10% of a candidate cohort that do not meet the admissions requirements.

The state added that Delaware candidates are able to meet admissions requirements through one of three avenues, not GPA and testing requirements. According to the state, all institutions are currently in compliance with state admissions criteria.

Program Response

Wilmington University recognized the factual accuracy of this analysis.

Wilmington University noted that the program does not publish a required minimum individual GPA (which is set at 3.0 by Delaware state regulation) because GPA is one option for admission. The institution added that DE Administrative Code (Regulation 290) also authorizes EPPs to admit 10% of the students in an entering cohort who do not meet that standard. The decision to admit a candidate is based on a number of elements, including such soft but extremely important factors as a students background and dispositions. Wilmington University added that they began a process in Fall 2016 that involves candidates in a carefully structured interview process (developed at Indiana Wesleyan University by Dr. Sally Ingles) which has been shown to provide excellent data regarding a candidates potential for success.

Additionally, the institution added that while there is evidence that a students academic performance in high school (as measured by grades) can be an important predictor of success in post-secondary education, other factors are also important (e.g., involvement in extra-curricular and leadership activities; service learning; participation in music, drama, the arts, etc.). Wilmington University does not believe it is appropriate to use a students high school GPA as an insurmountable barrier to enrolling in a teacher prep program, especially when there is inconsistency among secondary schools in terms of grading policies, philosophies, standards, and procedures. The institution also noted that a requirement to use ACT and SAT scores is not included in CAEP standards.

The University of Delaware was helpful in providing NCTQ with facts that enhanced this analysis.

The University of Delaware noted that the 2016 Delaware Educator Preparation Program Report for the Elementary Teacher Education program will be published by the Delaware Department of Education (DDOE) later this fall at http://www.doe.k12.de.us. The institution added that initial versions of the report document that the average GPA for the students admitted into the Elementary Teacher Education program during the 2014-2015 school year is 3.20, which is above the 3.0 state GPA requirement. The University of Delaware also added that the SAT/ACT score is reported as a mean based on data, so the institution recommended that for consistency the GPA would also be reported as the mean of 3.20 (and not 2.6).
The institution also stated that in NCTQ's analysis, the response to the GPA requirement and GPA and test requirement in the table would be yes. Additionally, the institution noted that the mean of the two percentiles is not necessarily the mean of the scores and that the SAT/ACT column headings should be relabeled. Finally, the University of Delaware noted that the state requires that applicants have a 3.0 GPA OR demonstrate a passing score on a test normed to the general college-bound population. Regardless of the GPA analysis, the Elementary Teacher Education program met the test requirement, and therefore also met the state admissions requirement. A response of no in the GPA and test requirement column is misleading.
