Rationale: Teacher production

Special education teachers are chronically in short supply. The most recent Illinois State Board of Education report on educator shortages states that "The under-production of special education teachers continues to be a concern." Yet the state has a surplus of other types of teachers, such as early childhood and elementary teachers.1 This standard recognizes that institutions that graduate significant numbers of teachers of all types should graduate a proportional number of special education teachers.
